On Monday, the US Commerce Department published a notice in the Federal Register, proposing a rule to amend the Bureau of Industry and Security’s (BIS) Industrial Base Surveys—Data Collections regulations.
The proposal said to require detailed reporting requirements for advanced artificial intelligence developers and cloud computing providers. It is said that this move focuses on creating stricter cybersecurity reporting rules to ensure that national technologies are safe.
This rule would require companies to report on cybersecurity measures, developmental activities, and results from red-teaming efforts, such as the ability to assist in cyberattacks or lowering barriers to entry for non-experts to develop chemical, biological, radiological, or nuclear weapons.
The BIS is planning to seek information from US companies that are developing, have plans to develop, or have all the computing hardware to develop dual-use foundation AI models.
As AI models become integral to national defense, it requires the US government to take action to ensure it is used safely and reliably. Moreover, using AI in the defense sector is pretty risky, which is why it is collecting information on how companies use these models.
Gina M. Raimondo, secretary of commerce, revealed in a statement, “This proposed rule would help us keep pace with new developments in AI technology to bolster our national defense and safeguard our national security.”
Apart from that, Commerce also said the information collected under the proposal “will be vital for ensuring these technologies meet stringent standards for safety and reliability, can withstand cyberattacks, and have limited risk of misuse by foreign adversaries or non-state actors.”
